AUTOLISP FOR TRACING LINES FROM IMAGE and Making same GEOMETRY as on image

Hello Engineers.
I want to make an AUTOLISP which can trace lines from image and make same geometry present on image…. And if possible text too ( important)….. If this can be done please bid on this. I am ready to pay a reasonable amount… I tried manual procedure in AUTOCAD but it is time consuming.
I will shear file with proficient Engineer/ Coder. He can try his code if it works.
