Radio network

I am working on a new concept that requires creating a closed ratio network (or any other type of signal or frequency) that covers large area (like 100km2) using large number of small transmuters that can transmits a signal to each other without the use of GBS or internet, WiFi or GSM. the device will be powered by a small battery that last for 3 to 5 years.
