Upgrade my SAAS user experience and UI

I am selecting as a budget 10-20 thousand, but I want a truly complete and well-done project. If your believe the vision requires a larger sum tell me why in your bid and quote that number.

I have an existing SAAS application and we are expecting to take on a significant upgrade of the platform. Right now it is functional and fairly easy to learn, but I would like to make it extremely easy to use with elegant design, customizability, and improved reporting capabilities.

This is a job that will require you to take an idea that exists and is 80% developed, work with me to reimagine the user experience and design while keeping the functionality.

Our application tracks water flow for utilities so they can monitor for leaks and other significant data. Useful dashboards, reports, graphics along with intuitive design to allow for system customization is very important.
