Truck Tracker and Dispatch

BASIC DETAILS
Looking for a truck tracking app, implemented over various phases, with a web/cloud based front end that can be used to view the location, and many other details of every truck on a live map by the dispatch office.
The loading and destination details to be sent to the truck drivers mobile/cell phone, once the “job” has been accepted by the driver, the driver receives the details of the collection or collections with the address and the destination or destinations with address of each delivery.
Using TomTom API with bridge heights, restrictions a weight limits the app should calculate the best route for the size of truck, the estimated time of delivery, and calculate alternative suitable route if accidents or traffic affect the route, with time of arrival adjusted accordingly.
Future features require Geofencing to alert if the truck has deviated off the route, the speed of the truck and whether the trucks has stopped enroute.
Once the load has been delivered the job is confirmed as delivered by the driver, proof of delivery should be uploaded as .pdf.
I have tried to keep this very basic at the moment, it is basically a platform similar to thre features of the Just Eat app, Uber and Roadlords https://dispatcher.roadlords.com/tracking/map
Looking roll out in stages, the first being the tracking of the trucks.
