Build an event Website

I need an event website for an important inauguration. The site must be beautiful graphically and easy to navigate.
Must include:
Registration module: people to register to attend the event
Multilingual: must be in multiple languages or at least support automatic translation based on the user’s location
A Blog: that would give regular updates on the gathering (event)
Must be completed before the end of November.
