Fast Draw Scoring Program

I am looking for somebody to design a program that can support 4 to 200 people and generate a completely random “round-robin” style tournament. This program would include highlighting the winner of each 1 vs. 1 match, and tracking their amount of wins, according to timer inputs made either manually or automatically. Each player would have a maximum time input where any time the player turned in over his personal max would count as an “X”. The first person to the 3 best times input would win the match. There would be the need for a capability to manual override inputs if the need should arise. Also need to capability to run 1, 2, or 3 matches simultaneously
