Create an isometric map generator

Looking for someone to make a generator of images representing “3D” isometric maps.
The program should generate map images based on few parameters, the maps will be isometric in nature and consist of several types of “tiles” – like tile with trees, tile with mountains, tile with house, etc.
Ideally I’m looking for someone who will code the generator AND the tile graphics, but worst case – I’ll take a coder 🙂
