Azure Functions / Javascript / OData Synchronization

We have an ongoing project that uses PowerApps, Dataverse, and OData APIs to synchronize data from one application into the Dataverse. I need someone who knows how to write javascript backend functions with Azure Functionapps (Durable functions is a plus) to do the synchronization and setup the continuous integration/deployment environment. Someone familiar with automated testing of javascript and node.js is preferred.
