Twiilio Expert or WebRTC Needed

We are in need of a Twilio EXPERT who can build an app for us with server Al uses in phases.

Phase 1 a basic IVR system for 2-3 phone numbers with the ability to send bulk sms messages and receptive sms messages.. Need ASAP. Budget $250-$400

Phase 2. Build a more extensive call center app with video like phase capabilities, tracking time used, routing to propert agents, Time 30 days $500-$1000.

Phase 3 Build a broadcast app where various recipients can join in live to listen. 60 days. $350-$750
