Blue print for land

I will like to get a blue print to build a 12-15 unit apartment building on a empty land … i need some one to have knowledge of using google earth for measurements . I need full detail of door way bedrooms living room kitchen bathrooms .. i need it to be in compliance with city set backs and rules.
