Extractor from Paper files to Database with Quality Checker

Looking to create a software that uses Optical Character Recognition (OCR) like feature to extract data from paper files, cleans up the data and insterts the data into the database (using XML or CSV files).

The program will have these functions built:
A. OCR like scraper
B. Quality Checker
C. Quality Analyst Views
D. User account management
E. Permission matrix for users
F. User Dashboard
G. Admin Dashboard
H. Integration with open source CRM system

The coder must be ready to demonstrate that he or she understands what I am asking for, by putting together a presentation of the desired solution, as he/she understands it. Then we will iron out the rest together.
