I need a coder to assist me in building a prototype for an app.

I am looking for a skilled app developer who can build a basic app prototype. The deadline is not strict. The app is designed to be social media based and will require user interaction and perhaps tailored algorithms. I have design ideas and illustrations. I can provide a technical specification document.
The app will be a social/interactive/informative software and needs to be most accessible on a phone rather than a website. I am looking for someone who can write code, construct visual and interactive software and can listen to exactly what is required.
