Jobs Search Engine

We looking to build a project(web application) which can facilitate employer/recruiter find recently opened IT contract/full time jobs. This is the Basic Idea so far we have is given below but we are open to discuss new creative ideas and technology/prog language the developer may have.

Functionality:
Part I:
1. Easy to use UI
2. Search IT jobs from various sources in the job market (Ex: End client HR sites, Prime vendor database sources/sites, other top15 to 20 job boards(sites) in the market).
3. Which can provide list of sources of a particular job search, and should able to calculate accurately as to who opened it first, second, third, etc. and their contact details(email, phone#).

Part II:
1. Able to find available resources(candidates) with particular skill set in Job sites, social sites, etc.
2. And list their contact details, employer details, and availability if possible.
3. Integrate it with exiting website.

This entire app UI should able to list jobs one side and available candidates on the site in one page with calling capability.

We are thinking JAVA is right programming language to fulfill this project requirement but as said we are open to new ideas.
