Water jet cut Oak tree scene

I need a designer to convert the attached idea into a program I can give to a water jet cutting company. The scene is to be in 3 separate pieces with each completed piece to have a 2 inch standoff between each section to give it a somewhat 3d effect once installed. The tree on the front right reaching from the bottom to the top and 2 hills on the left of the tree sloping downward left to right in the tree. the hostess desk is not to be included in the plans.The customer wants more visability between the leaf clusters on the tree so some artistic ability beyond programming will be required. I need an estimate for this work before I can complete the bid.
