Add file manager to an existing HTML web application

Add file manager to a web app created with HTML that has a frontend and backend. In backend I would want a file manager for some users registered to the web app to create forms and save those forms in folders. Users should also be able to rename, delete, view forms and folders and add folders and forms to different folders.
