Electronic Specialist Needed to Download Program to Circuit Board

I need an electronic specialist to download a program to a circuit board. I already have the program and I already have the board. All I need is for you to download it. I live in Toronto Canada, so I’m looking for someone close enough for me to physically give them the board. But, if none of you can do that, I am willing to ship the parts to you, and pay for you to ship it back to me, so that you can download the program to it.
