Build me an Online Mockup/Proto-typing Tool

I need an experienced Programmer who can build a Website Mockup/Prototyping tool. If you don’t know what is Prototyping tool, please check the attached video first.
The user should be able to login, signup, then create Project. Inside Projects, he can create Mockups of websites/apps.
First ask which screen to choose (Laptop/Desktop/Mobile) and then blank white space with all the options such as option for Adding Pages, Image, media, Elements such as Text box, date, toggle, button, note etc (all shown in video). User should be able to draw free hand, add different shapes, change text font, size and color, link pages created inside a project and export his mockup as PDF, HTML Project, Word File and JPEG/PNG images. User should be able to upload photo and you should add either Pixabay or Unsplash.
Users can share their unique project link with anybody who can keep notes or add comments in each page of the project (created by the user).
Please check the attached video after first 2:00 mins. I need something like that. Everything to be drag and drop. Easy to use. User should be in full control while creating mockups like he should be able to edit/delete mockups.
