Microsoft access or website database

I post already one time that work and not sucsesfull, therefore i looking for new programer that can help me out in teory is prettey simple program or database.

is for the Car models that i wanna follow and therefore i need/ wanna just follow car by Vin number or model.

example:
-i add car:
-Alfa Romeo
-147
-3456789987(vin number)
-kilometers
-price
-sale date
-and more info…

i have this alfa 3000 the same models in database just Vin number change. But than i need simple search:

i search car by VIN number and when i found i can just click new record and add inside that ont specific date is price change or kilometers or something… and after 2 years (or more) i can search again VIN number and i found all changes on the same VIN and history how something change….

Many people here promise a lot and i pay 2 times already so therefore if is not done propery i will pay just 50% or nothing because is not fair that is pay and not done.
