Progressive web application for the travel industry

We need to develop a progressive web app for the travel industry with the following requirements:

The application should be mobile friendly
The application should have a splash screen
The application should have an icon when added to home screen
The application should support login with google and facebook integration
The frontend should be built in react or angular (any other framework is not excluded, but should be discussed)
The backend should be built in .NET or node js
The database should be postgresql

Main functionalities of the application:
User management: login, register, update profile(following the security best practices, eg Validation with activation code sent via email)
Guide’s content management:
Create digital content in video and audio format (see 3 and 4)
Store and manage the digital content
Other CRUD operations on the content structure
The video editor should have the following functionalities:
Record
Upload
Split
Delete
Transition effects
Duration adjustment
Volume adjustment

The audio editor should have the following functionalities:
Record
Upload
Split
Delete
Video sync
Volume adjustment

** The video and audio editor can be a third-party integration
