Need to connect sql server database with Azure AD B2C

Need to work on sql server database Azure AD B2C.
First we need to send the data from sql table to the azure portal in that azure ad b2c. B2C id’s will create and then we need to send this new data with B2C id to the sql table and then we perform some validations and need to be inserted into the final table.from that table we need to send the final data into the email through csv file.

points to remember :
the temporary table which is using in sql, the data need to be refresh every time when the new data is added.
To send the data into azure from sql any approach we can use through mulesoft api or anything with c#. and to send and receive the data from sql to sql through azure you can suggest any approach for ex : creating the function app in azure and calling the stored procedure anything you can suggest.
