Create an animation in after effects from a still image

Hi,
I need an expert in adobe after effects to create an animation from a still image.
The candidate must be able to bring alive a city image from one image that I will provide.
The project is 1 minute long and I need it on a loop and the following are the effects needed:
1. Creating an animation of one building. I would need to give the effect to rotate slowly and endless in a horizontal plane.
2. Creating a hue effect of the all image with 2 things to do: Color smooth transitions that will change the image from one color to another with some kind of accent highlights. I will provide a video to show you what I mean for accent highlights.
3. Creating a moving realistic looking water effects with 3 things to do: with continuous vertical movement (I will show you a video what I mean), with soothing ripples and highlights that would reflects the light of the city
4. Creating a realistic city street lights. I need them to be lit up in the street and I need the light of buildings to be lit up too with a blinking effects as a city is lit at night.
The look and feel of the composition needs to be soothing, elegant but also cool, if you have other ideas to bring alive even more this project, please let me know.
I need to have all the original files created and the final composition video on a loop.
I want 3 final versions: 4K, HD, 720
