Automate data extraction

We want to collect data from one website and save that in a csv file and upload that to an other website. So I want someone to create a web app/tool that can extract data from a website, write it in a CSV file and make it ready to be uploaded to another website. The data on the source website is regularly updates, so I want the tool to be able to remove duplicates and collects the data as frequently as possible
