Animation and iterations

I need someone who can animate a basic cartoon illustration with basic movement, winking, nodding, moving side to side, etc.

I also need someone who can make slight iterations to the character on a large scale using a computer program. i.e. different hair, colours, accessories, hats and so on.

I need 10,000 individual designs.
