Need to customize a Laravel website

I have a referral matrix peer-to-peer platform, and I want to effect some changes.

1. There are 10 plans set for users to invest in, that I set there, if you login into the admin dashboard on Manage Plan, you’ll see the Investment plans.

I want a user on plan 1 who refers 14 people to automatically go to
Plan 2 and so on

For example, a user on basic Bronze will automatically upgrade to Classic Bronze if he invites 14 people who register and the fee for the new plan will be deducted from his balance

2 – a menu for payments request on User Dashboard, users can click on a form to request an upgrade, and users can upload proof of payment images to prove they have paid for that plan.

3. Admin should be able to move users to a plan and new Referral investment commission level manually too

4. Please on the admin section under withdrawals add a place for Proof of payments so admin can see user-uploaded Proof of payments pictures uploaded by users (from the registration page and Upgrade page)

5. on the user dashboard the following should be added, where users can see information written by admin, that can be seen by all users, but the information will have a category. just like the blog area with categories, but I will send examples how it will look like,

This information should be added on the main user dashboard right above the information on the dashboard

i. Notice Bar – this is information for notice, quick information notice, from admin,
ii. New Products Notice – this is when new products are added, from the admin section
iii. Recognition Notice – when an admin decides to write about a user who performs well.
iv. Promotion Notice – this is automatic, when a new user moves to the next level, it appears here with the user’s name and level
v. Administrative Notice – this is information by admin to everyone, quick information notice, from admin

6. Under Account menu, Add a sub-menu under account for

i. Promotional/testimonial bonus
ii. Group couching/training bonus
iii. Fast track bonus

8. for Admin dashboard under admin/user/detail/
add a bonus option,

so admin can be able to add or subtract balance from the bonus for

i. Promotional/testimonial bonus
ii. Group couching/training bonus
iii. Fast track bonus

9. A genealogy tree so the user can see an image tree of people he invited
