Website CODE and DESIGN

I am working on a small website project for parents who want to organize their carpool service for the kids going to school or sports activities.

Currently there is no design at all. I need:
– a design for the website
– the code (stylesheet and html) for the implementation of the design, must be responsive to fit desktop and mobile
– a logo for it
