insert links to pdf files in a SQLite database

We are looking for a programmer to write a (python?) code to do the following:
1) open a row in an SQLite database (https://en.wikipedia.org/wiki/EndNote),
2) find there a column with a Patent Number, and copy this number (for example, US 10153510 B2)
3) go to https://www.lens.org/lens/search/patent/structured, paste the number, and download FullText.pdf
4) place FullText.pdf into a folder, within the big EndNote folder, so that the pdf gets attached (linked) to the enw file.
