ETH or BSC fork

I would like to have an ETH fork similar to BSC. The fork can have the same PoST consensus algorithm like BSC or DPoS. I want the fork to have fast confirmation time (such as 0.5 second block time using 6-9 validators), and inexpensive gas fee (0 if possible). I also need an explorer like ETHscan or BSCscan.
