Direct WiFi Access Point enabler

Github has this C# code to create an access point on windows when wireless hardware/driver does not support ad-hoc networks or hostednetwork. I need this compiled to install and run on windows. further, I need it modified to not use Ethernet connection as the access point. I do NOT want this to connect to the Internet; I only want to connect to my custom wireless sensors close by and exchange URI/URL strings.
the current install of this program, downloaded from an app store, automatically connects to Ethernet. This need to only create a wireless only access point.
