Build me a website (Specialised) v4

Build me a website based on the attached files.

Project requirements:

1. Clean index.html page with navigation as attached.
2. Course template page based oncpccohs1001a.html (which I will use to add additional courses later). This should use the same header and footer template as the index page. All reference to sub-domain ‘training.halont.edu.au’ need to be removed. This sub-domain will no longer be used. The course template needs to reside in the folder course_details, so all link references need to properly resolve to this folder.
3. Clean up the code and the css/js files, and recreate the footer and the header in a default .php file that only needs to be updated once. Please provide the .php header and footer script that needs to be added to each page to call the header and the footer.
4. Clean up and remove all the broken links.
5. Top logo needs to be changed to Specialised logo (attached). Top logo can be very prominent. Bottom Halo logo needs to be changed to HaloNT Partner logo.
6. Footer needs to be basic with contact details and HaloNt Partner logo. Footer should be in three columns with HaloNT Partner logo in column one; copyright info in column two; and, phone, email contact, address and reference “Specialised Training Company Pty Ltd operates under a Partnership agreement with Halo Nation Training Pty Ltd RTO 32485.” in column three

Please provide a proper price, not an example that you then change. If you change the price,. then you are OUT of the bidding. I want the site in HTML. Please do not offer services in WordPress or similar.
