Build Open Source Script From Scratch OR Build on Top Of WordPress

I am looking for serious programmers with availability and desire to work.
I would like to build my own PTC / GPT script from scratch and I want to have full open source code and full rights + I would like to have you by my side for continuous development

I currently work with evolution script: https://www.evolutionscript.com/
However it has MANY features I do not need, and MANY features I want.
